Power supply disrupted in Barapani, Nlg
ITANAGAR, Jul 11: Power supply to Barapani and nearby areas of Naharlagun will remain cut off/disrupted for an indefinite period of time due to a major damage caused to the 500kva 11/ 415 kva transformer of Barapani substation this evening. Burning of HT/LT coils due to over loading has reportedly caused damage to the transformer, informed EE, Nirjuli Electric Division.
The EE urged the consumers of the affected areas to bear with the department for the inconvenience caused to them until power supply is restored. The transformer is being lifted for repair, the EE said.
Arrest the culprits: APHOA
ITANAGAR, Jul 11: The Arunachal Pradesh Horticulture Officers’ Association (APHOA) has sought immediate arrest of the culprits involved in the physical assault of deputy director horticulture at his office chamber July 8 last.
While expressing disappointment with the incident, the APHOA appealed all stakeholders of the society saying that horticulture society is meant for imparting technical knowhow to interested farmers for proper growth of horticulture crops and is not meant for suppliers to fulfill their demands. It requested everyone to create conducive atmosphere in order to provide quality horticulture inputs to the local farmers.
Financial literacy awareness prog by NABARD
ITANAGAR, Jul 11: As part of its foundation day celebration, NABARD Arunachal Pradesh Regional Office, Itanagar conducted a financial literacy awareness programme (FLAP) at Langper village under Sagalee block of Papum Pare to create awareness among the public on various financial products/assistance offered by the bank.
Kamal Roy, APM, NABARD informed the gathering about various schemes being implemented by NABARD for the benefits of villagers. He talked about financial Inclusion, financial planning, various financial products like saving a/c, RD, FD, loans and advances, PMJDY, PMSSY, PMJJBY, APY, KCC, Farmers Producer Organizations (FPO) and Bhoomiheen Kissan Yojana through formation of Joint Farmer Groups (JLG).
The staff of Apex Bank, Doimukh branch collected deposits on the spot from the villagers, who are maintaining accounts with the bank.

Acid attack victims to be treated free of cost
ITANAGAR, Jul 11: In pursuant of the Supreme Court order, Government of Arunachal Pradesh in an order has directed all the government as well as private sector hospitals that acid attack victims are to be treated free of cost including surgeries as appropriate.
The order also said that the victim should be given a certificate saying he/she is an acid attack victim.
Further adding that no hospital/clinic should refuse treatment citing lack of specialised facilities, it has cautioned that not complying with the order may lead to action against the hospital/clinic in contravention of the provisions of section 357C of the code of criminal procedure.

NABARD conducts financial awareness literacy prog

ITANAGAR, July 11: Along with the rest of the world, the World Population Day was observed with various programmes across Arunachal Pradesh.
Over population is a burning problem of our country. In Arunachal Pradesh also, though the size of population is very small, the quality aspects of population such as education, health, gender equality and equity, judicious use of resources etc. are considered to be essential for sustainable development.
In order to highlight various population related problems and issues among the students,
the World Population Day 2015 was observed with the main theme of this year -

ITANAGAR, Jul 11: People’s Party of Arunachal (PPA) President Kahfa Bengia opined that one of the viable options to eliminate corruption from the state is to oppose the appointments of Parliamentary Secretaries in the state.
Addressing a party meeting on implementation of Article 164 (1A), the PPA President said that the Government of Arunachal Pradesh already under huge financial deficit should administer in conformity with the provision of Article 164 (1A) of the Constitution failing which the legitimacy or validity of the Tuki led Government will have to face the Constitutional mandate as per the 91st Amendment on Indian Constitution.
“Sooner or later the example of West Bengal will be repeated in Arunachal Pradesh also", he warned.
Article 164 (1A) of the Indian Constitution clearly restricts the number of Council of Ministers depending upon the number of Members of Legislative Assembly in a particular state, therefore, in the guise of Parliamentary Secretaries, MLAs cannot be favored under any State made enactment, said party chairman Kamen Ringu.
“No state can enact laws on the subjects other than the subjects mentioned in the VIIth Schedule of the Indian Constitution. The main purpose of enacting Article 164(1A) was not only to check defection of the MLAs but also to limit the size of the Cabinet for better governance and also to avoid heavy burden on public exchequer”, Ringu said.
“But sadly, what is directly being constitutionally prohibited is being achieved by indirect method in Arunachal State Assembly. Where it is not permissible to enlarge the Council of Ministers beyond the prescribed size (15%), adopting an indirect method to defeat the Constitutional mandate by giving the nomenclature of Parliamentary Secretary to a Member of Legislative Assembly, who could not make it to become a Minister is nothing but defeating the very purpose and intent of the Constitutional mandate”, said the PPA Chairman.

How to Grow Nursery: Prepare the land thoroughly when dry. Apply and puddle well. Then, make beds of one meter width with convenient length. Remove the soil from either side of the bed and put in seed bed. The bed automatically gets raised in height. Place wooden planks of bamboo slits all around the bed for support so that the soil will not loosen and get carried away with rain.
Soak the seed in water for 12 hours. Put the seed in a wet gunny bag and leave it
for 24 hours for incubation. Level the seed bed. Spread a thin layer of well decomposed
F.Y.M. on the bed. On this layer, show the seed sparsely. See that 1.25 kg seed is
sown on 40 sqm area. Apply another layer of F.Y.M. to cover the seeds. Irrigate carefully
every morning and evening. Do not apply any agrochemicals to the nursery bed, in

Organic manure: F.Y.M. or Compost is applied @10 tones/ha. This is quite sufficient as a source of nutrients. As a result, more plant growth is achieved because of better soil health and more balanced nutrient supply. Apply diverse organic manures. Organic manures acts as food for microorganism.

Weeding and aeration: Use simple mechanical hand weeder (rotary hoe) to churn the
soil for weed control. Rotate the weeder at least 2-
Water management: Water should not be allowed to stagnate under SRI method. Give regular irrigations to keep the soil moist. Alternate ‘Wetting and drying’ should be done which give aerobic and anaerobic soil conditions for better nutrient mobilization by soil biota.
Plant Protection: Blast —Grey-
Control: Treat the seed with Thirum @2.5 gm/kg seed. This disease can be controlled
by spraying of Carbendazim 0.1%.Grow resistant varieties like CO RA (14), Paiyur
(RA)-
Downy Mildew:-
Control: Keep the field free from weeds and Spray Dithane M 45 (0.02%) solution on standing crop.
Seedling Blight:-
oval, light brown lesions on the young leaves and become dark brown.
Controlling method: Treat the seeds with Captan or Thiram @4g/Kg and Spray Mancozeb
@ 1.25Kg/ha.Stem Borer: Central shoot may die causing “Dead Heart”. If it is partial
the plants may turn yellow. Controlling method: Spray carbaryl 50 WP 1 kg per ha
and Spray Methyl parathion 50 EC 1 ml/litre or Phosphamidon 85 WSC 0.5 ml/litre or
Dimethoate 30 EC 1.7ml/litre.Aphids: Insects suck the sap and reduce the vigour of
the plant. Controlling method: Intercropping with pulses, sorghum, maize etc. Spray
methyl demeton 25 EC@ 20 ml/ha or dimethoate 30 EC@ 20 ml/ha (mixed 10lit of water
